President and CEO

Dale Carter, president and founder of DEC, has extensive experience as the design lead and project leader for a wide variety of projects. His attention to detail and client satisfaction have earned him a reputation that is trusted and respected by both clients and associates.  In addition to being a dedicated professional, Dale is a strong leader and he believes in the team concept. DEC’s employee longevity and low staff turnover are tributes to his organizational skills and his sincere commitment to fairness and understanding.

Dale is an active member of ASHRAE, in which organization he has held several executive positions, including Chapter President, President of ASHRAE Research Canada, and Society Director-at-Large. He is the recipient of numerous awards, among them the ASHRAE 2005 Distinguished Service Award.

Vice-President - Business Development

Stu has 34 plus years experience working in the B.C. energy sector, with extensive experience with gas utilities, district energy and energy solutions for real estate development.  Stu retired from his role as a Community Energy Manager with FortisBC Energy Inc. in October 2014 to begin a new career developing business opportunities relating to innovative energy and water solution strategies for communities and developments of all sizes.

Victoria Branch Manager / Project Manager

Andrew is the Victoria Branch Manager and project manager for our Alternative Energy and Building Systems projects. He is currently serving as project manager for the Marine Gateway Energy Centre in Vancouver. He has worked with our Vancouver-based building systems team to facilitate mechanical design projects located on Vancouver Island including Steve Nash Fitness TI work at Uptown Shopping Centre and the ongoing expansion of the Westhills DESS in Langford.

Richard Marier P.Eng.
Senior Engineer

Richard is a senior engineer for renewable energy projects at DEC. Prior to joining the DEC team in 2014, Richard spent 9 years working with Fortis BC Alternative Energy Services as a senior engineer responsible for review of alternative energy, district energy, and building mechanical projects.

Jim White, ASCT
Team Lead: Building Systems

Jim White has had over 25 years of broad experience in the design of plumbing, on-site civil, fire protection, and hot water heating systems for commercial, multi-residential, and industrial projects. While continuing to engineer systems and direct the Building Systems team, Jim has spent the last several years growing the insurance claim and fire damaged property restoration services of DEC. He has been the lead on developing the documentation required for both insurance claims and reconstruction, and on providing forensic analysis and expert witness testimony.

C.L. (Chi Lun) Tsang,
Team Lead: Building Systems /
Energy & Sustainability

C.L. is responsible for HVAC design, Energy Analysis, Geo-Exchange design, project co-ordination, site surveys, and Quality Assurance and inspections on a wide variety of commercial, multi-residential, industrial, and institutional projects.

Tom (Shimin) Ren, P.Eng, LEED® AP
Project Engineer, Alternative Energy

Tom Ren has been actively engaged in the field of heating, ventilating, air-conditioning, and sustainable design since 1986. He received his Bachelor Degree in Mechanical Engineering from Chang’an University, China (1986).  Tom joined DEC in 2006 and was responsible for the development of the DESS for the 2010 Olympic Athletes’ Village in Whistler, BC.

As a lead design engineer, Tom is responsible for overseeing the detailed design of the DESS Energy Centres and Distribution Networks.

Tan Xiangyang, P.Eng, LEED® AP
Senior Mechanical Engineer

Tan Xiangyang, has spent more than 15 years working on sustainable building systems, contract management, and site inspections across BC and Alberta.  He received his Masters in Applied Science Engineering from Concordia University (2008) and his Masters in Architecture (Katheolieke University Leuven, Belgium) in 2004.

As the Senior Mechanical Engineer, Tan is responsible for managing large scale building systems design for residential and mixed use projects, as well as supporting the Insurance and Forensic Analysis teams.

Tim (Yongliang) Zhang, EIT, LEED AP BD+C
Design Engineer, Building Systems

Tim Zhang received his Bachelor of Engineering Degree from Nan Jing Institute of Technology, China, and his Mechanical Engineering Technology Diploma from BCIT. As an active member of the design team, Tim is responsible for building systems design, LEED green building design integration, Building Information Modeling (BIM) application using Revit, and energy modeling for LEED submissions and energy code compliance.
